    History

    CASA of Caroline’s history is grounded in sustained service to Caroline County.

    Serving Caroline County since 2003

    CASA of Caroline, spearheaded by Justice J. Owen Wise, is a recognized Maryland CASA program and has operated in Caroline County since 2003.

    The organization's core service is volunteer advocacy for children involved in the foster-care and court systems.
